What is a transformative agreement?

Most major publishers in the sciences and humanities are transitioning from business models based on paid subscriptions to open access models that make their journals free to everyone. Instead of charging readers, they charge an author an article processing charge (APC) for publishing in a journal. Increasingly, universities are negotiating transformative (a.k.a. read & publish) agreements with these publishers that pay the APCs for researchers affiliated with their institutions.
